Saudi Arabia's Vision 2030 and Opportunities for Korean Companies

Saudi Arabia has long been aggressively pursuing Vision 2030, an ambitious national development plan aimed at breaking free from its oil-dependent economic structure. This transition is more than a mere policy change; it is a long-term, structural shift that is fundamentally reshaping the economic order of the entire Middle East region. For Korean companies it offers an enormous market opportunity worth tens of trillions of won, but at the same time the entry barriers arising from cultural and institutional differences are, in reality, by no means trivial.

This book provides an in-depth analysis of the various opportunities and risk factors that domestic companies considering entry into the Saudi market will face. The potential of high-growth fields such as the NEOM project, renewable energy, and the AI industry is clear enough for anyone to see. The real problem, however, emerges not in theoretical analysis but at the actual implementation stage. The Saudi market has a distinctive structure in which the royal family and state-owned enterprises tightly control the economy as a whole, the Islamic legal system of Sharia strictly governs all contracts and financial transactions, and a complex web of personal connections known as "wasta" dictates the real decision-making process. If you fail to properly understand the subtle gap between the formal institutions and the way things actually work, the probability of business failure rises markedly.

Systematically organized into seven parts, the main text begins with Saudi Arabia's historical background and broadly covers its complex power structure, the practical influence of religious norms, the modern adaptation of tribal culture, the current state of human resource development, an analysis of the macroeconomic environment, and joint venture strategy. Each chapter goes beyond merely providing information, presenting practical analytical frameworks and concrete guidelines so that practitioners can make accurate judgments in the field. For example, the Ritz-Carlton affair vividly illustrates the absolute necessity of political risk management, the Aramco model shows effective ways to cooperate with state-owned enterprises, and the reform of the Kafala system reveals new trends in a rapidly changing labor market—these are key case studies.

The Saudi market is not a simple investment target or a one-off business opportunity, but a strategic market that absolutely requires building long-term relationships of trust and sustained cooperation. This book systematically analyzes the complex local environment, effectively manages hard-to-predict uncertainties, and provides practical, concrete guidance needed to make sound decisions in the field.
